Philip Bettencourt is an independent real estate planner and land development consultant and owner of Bettencourt & Associates of Newport Beach. Established in 1985, Bettencourt's firm provides land development disposition and analysis as well as governmental entitlement to use services for property clients including institutional clients. He is also chairman of the board and president of Cortese Properties, Inc., the Leisure World retirement communities’ development successor.
His more than two decades of experience in real estate planning and public affairs includes executive positions with Coleman Homes, Akins Development Company, Texaco-Anaheim Hills, Inc., and The Irvine Company. In addition, he is the former interim city manager and real property manager for the City of Newport Beach.
Philip is a past president of the Orange County region of the Building Industry Association and the former government affairs officer and executive director of the region. He was the founding president of the BIA of Kern County, California. He has taught real estate site and marketing analysis at the University of California, Irvine and is a public administration graduate of California State University at Long Beach.
He is a former director of the National Association of Home Builders and a member of the Urban Land Institute, and is past chairman of the board of the Newport Beach Chamber of Commerce and a member of the Newport Beach and Corona del Mar Chambers of Commerce. Philip is a former director of the City of Irvine Transportation Authority, a member of the City of Anaheim Hill and Canyon Municipal Advisory Council, a member of the Newport Beach City Council Ad Hoc Economic Development Committee, and the Orange County Charter Commission. He is a former member of the Restoration Advisory Board for the U.S. Naval Weapons Station, Seal Beach. He served as a member of the General Plan Advisory Committee for the City of Newport Beach. He is a current member of the Orange Coast Association of Realtors and the Orange County Transportation Authority (OCTA) Citizens Advisory Committee.
Philip and his wife Meredith reside in Newport Beach where Philip is vice president of the 1,645 home Newport Coast Community Association.
